Monitoring and evaluationEnergy Efficiency WatchThe Energy Efficiency Watch (EEW) project works for a better implementation of the Energy Services Directive. The project evaluates the national energy efficiency action plans (EEAPs) that the EU Member States have formulated accordning to the Directive. Another aim is to encourage networking and exchange of information between different actors in the field. Findings from the latest evaluation of the EEAPs are summarized in the EEW brochure (pdf). EMEEESThe EMEEES project addresses measuring, monitoring and evaluation issues under the Energy Services Directive. Twenty-one European organisations assist the European Commission in developing harmonised evaluation methods to evaluate the implemented measures. Other related projectsEnR is a voluntary network of twenty-three European energy agencies. It is responsible for the planning, management or review of national research, development in the fields of energy efficiency, renewable energy and climate change abatement. In January 2009, EnR produced a snapshot report on the implementation of ESD. MURE – Mesures, d’Utilisation Rationelle de l’Energie (Measures for energy efficiency). The MURE project contains a database of measures and best available technologies for all sectors, as well as cross-cutting measures. ODYSSEE – Energy Efficiency indicators in Europe - is a joint project between ADEME, the EIE programme of the European Commission/DGTREN and all energy efficiency agencies or their representative in the EU 27 as well as Norway and Croatia. The ODYSSEE project relies on a comprehensive database that includes a detailed set of data and indicators by sector, to assess energy efficiency performance and trends. The data series are macro-indicators on energy consumption by detailed sectors, prices, CO2 emissions and related drivers of consumption per sector. EU & eceee expert workshopsOne of the most debated aspects of the proposed Energy Efficiency and Energy Services Directive is the national savings target and the associated monitoring and evaluation aspects.
