Lot 19: Domestic lighting; incandescent, halogen, and compact fluorescent lamps

On the 8 December 2008 the Regulatory Committee endorsed draft regulation on domestic lighting, phasing out incandescent bulbs from 2009 to 2012.

The regulation sets minimum requirements for energy efficiency and functionality for lamps that are typically used in households (incandescent lamps, halogen lamps and compact fluorescent lamps). It includes mandatory requirements to indicate mercury content on CFL packaging and reference to a website with information of recycling.

Consumers will be able to choose between compact fluorescent lamps with the highest energy savings (consuming up to 75% less energy than incandescent lamps) or halogen lamps (with 25% and 50% less energy use).

Some of the requirements are:

  • Sept 2009: Frosted and clear 100 watt incandescent bulbs are not allowed.
  • Sept 2010: Clear 75 watt incandescent bulbs are not allowed.
  • Sept 2011: Clear 60 watt incandescent bulbs are not allowed.
  • Sept 2012: Clear 40 and 25 watt incandescent bulbs are not allowed.
  • Sept 2013: Stricter requirements for compact fluorescent lamps and LED lamps.
  • Sept 2016: Stricter requirements for halogen lamps.

The regulation was adopted by the Regulatory Committee the 8 December 2008 and entered into force the 13 April 2009. On the 19 Sept 2009 an amendment on the UV radiations of lamps entered into force, with retroactive effect from 1 Sept 2009.

Requirements for luminaires, reflector lamps and LEDs are specified in Lot 19, part 2.
