Lot 3: Personal computers (desktops & laptops) and computer monitorsA revised draft proposal for personal computers and computer monitors was published in December 2009. The final draft proposal is expected in January 2011 and voting in Regulatory Committee could take place in April 2011. eceee welcomes that requirements for personal computers at the Energy Star 5.0 levels are proposed to be introduced directly at an earlier stage and that servers are now included in the scope. eceee also welcomes the proposal to make monitors compliant with higher Energy Star specifications earlier than previously proposed, and that the scope has been extended to screens beyond 30 inches. However, we regret that energy labelling requirements are not introduced at this stage, given the trend for computer displays and TVs to converge into the same products. Personal computersThe proposed requirements cover desktops, notebook computers, thin clients and workstations. According to the new proposal, servers are now also included in the scope. The requirements set the Energy Star specifications as minimum performance requirements:
The proposal also includes requirements for off- and sleep mode power, internal power supply efficiency and power management enabling. In the new proposal, the revision date has been changed to three (instead of five) years after the entry into force. Non-Professional Electronic DisplaysAccording to the new proposal for Non-Professional Electronic Displays, the scope of regulation covers computer monitors from 12 inches and digital picture frames. Requirements for power management, sleep- and off modes are also included. According to the proposal:
