 The outcome of this study was discussed in Consultation Forum on 20 January 2012. A Communication on the new Working Plan has been submitted and expected date for adoption of the new plan is 18 April 2012.   
 The Ecodesign Working Plan sets out an indicative list of product groups  that are considered as priorities for the adoption of implementing measures. The Commission can revise work plans periodically after consultation with the Consultation Forum. 
 The Working Plan covering 2009-2011 was published in October 2008 and will be replaced by a Working Plan for 2012-2014. 
 The criteria for products to be covered are: 
 
 The product group represents a significant volume of sales and trade within the Community; 
 The product group has a significant environmental impact within the Community resulting from the energy-using products during their life cycle; 
 The product group presents significant potential for improvement in terms of its environmental impact without entailing excessive costs. 
 
 A new study provides background information and analysis for  the establishment of a plan for the following three years (2012-2014). 
 The  study  of the Amended Ecodesign Working Plan started in November 2010 and lists priorities and address the need for revising the methodology of the Ecodesign directive in order to cover more (also energy-related) products.

                <description> A new working document with proposed ecodesign and labelling measures on residential ventilation was submitted in December 2010. It includes requirements for roof, window and wall ventilation units and kitchen hoods.  
 The document comprises appliances which are not yet regulated on the basis of the Lot 10 preparatory study. An additional study on ventilation was performed by Fachinstitut Gebaude-Klima e.V. (see below). 
 The scope of the draft working document covers: 
 
  Fans with electric power from 30W to 125W,  
 heat recovery systems, 
  and range hoods up to 280W. 
 
 On the basis of comments received, the Commission intends to present a more detailed updated Working Document to be discussed in Consultation Forum. 
 Harmonisation with Lot 11 and ENTR Lot 6 
 A  clarifying note  from the Commission discusses the need of harmonized measurement   standards and the merging of this lot with ENTR  Lot 6  (tertiary air conditioning and ventilation) and  Lot 11  (ventilation fans) into one single   ecodesign regulation by 2015, at  the time of revision of lot 11.   Alternatively, the one single  ecodesign regulation would cover all   comprehensive building  ventilations solutions and kitchen hoods (Lot 10   and ENTR Lot 6).

                <description> A revised draft proposal for personal computers and computer monitors was published in December 2009. The final draft proposal is expected in January 2011 and voting in Regulatory Committee could take place in April 2011.  
 eceee welcomes that requirements for personal computers at the Energy Star 5.0 levels are  proposed to be introduced directly at an earlier stage and that servers  are now included in the scope. 
 eceee also welcomes the proposal to make monitors compliant with higher  Energy Star specifications earlier than previously proposed, and that  the scope has been extended to  screens beyond 30 inches. However, we  regret that energy labelling requirements are not introduced at this  stage, given the trend for computer displays and TVs to converge into  the same products. 
 Personal computers 
 The proposed requirements cover desktops, notebook computers, thin clients and workstations. According to the new proposal, servers are now also included in the scope. The requirements set the Energy Star specifications as minimum performance requirements: 
 
 Energy Star 5.0 is proposed as the mandatory level one year after the regulation has come into force. 
 
 The proposal also includes requirements for off- and sleep mode power, internal power supply efficiency and power management enabling. In the new proposal, the revision date has been changed to three (instead of five) years after the entry into force. 
  
 Non-Professional Electronic Displays 
 According to the new proposal for Non-Professional Electronic Displays, the scope of regulation covers computer monitors from 12 inches and digital picture frames. Requirements for power management, sleep- and off modes are also included. According to the proposal: 
 
 Sleep mode power consumption shall not exceed 1W one year after the regulation has come into force. 
 Off mode shall not exceed 1W when the regulation comes into force (0,5W from 2013).

                <description> A Steering Committee discussed a proposed voluntary agreement for imaging equipment on 7 December 2011  . A GPP meeting on Imaging Equipment will be held on 19 January 2012.  
 Digital Europe has presented a revised proposal for a Voluntary Agreement on Imaging Equipment on 15 February 2011 (verion 3.5). 
 In July 2011, ERA was appointed as Independent Inspector to oversee compliance and report on the agreement. In January 2012, ERA presented a document covering the first reporting period of the agreement. 
 The agreement from February 2011 includes improvements such as: 
 
 Raised Energy Star compliance target for January 2012. 
 Inclusion of  Duplex printing in the primary target. 
 Tightening of the language on the other environmental impacts . 
 Clarification of the reporting obligations and information requirements. 
 
 Draft guidelines for Voluntary Agreements in general were discussed in  Consultation Forum 26 March 2010. For more information, view the section on  Voluntary  Agreements . 
 Background 
 The scope of this Lot covers printers, copiers, faxes and multifunctional devices (MFDs).The preparatory study  concluded that these devices have large sales volumes and a significant environmental impact which could be improved by design.Energy in the use phase and paper utilisation was considered as the main impact categories for this product group. 
 It was estimated  that no sufficient evidence was available to develop policy proposals at this stage, and that some of the environmental impacts are already addressed under the Energy Star Programme. A voluntary agreement has therefore been suggested, although the Commission states that regulation would also be taken into consideration. 
 Proposed agreements in 2009 and 2010 
 The first proposed voluntary agreement for this product group was discussed in Consultation Forum in October 2009. A revised proposal for a voluntary agreement on imaging equipment was presented in February 2010. It includes: 
  
 
 Strengthening of the commitments related to compliance with ENERGY STAR v 1.1  (in terms of percentage of compliant products and aspects covered):  Target for Tier (Jan 2011)  is raised from 50 to 60% and (BaU compliance estimated to 50%).  Tier 2 has been introduced from January 2012, with a target of 80% of equipment placed on the market (BaU compliance estimated to 60%). 
 Reinforcement of provisions on duplexing. 
 Reformulation of provisions related to use of paper and waste treatment. 
 Developing and clarifications of  the provisions linked to reporting, voting rules and penalties for non-compliance. 
 
  
 eceee's views on the proposals 
 eceee considers the 2009 proposal as weak and that i should be much stricter. In its current form it is far from an adequate alternative to an implementing measure.The proposed agreement from 2009 is not ambitious enough: With 80 % market coverage and a 50 % compliance rate, the effective coverage is only 40 % of products on the market.The proposal of  February 2010 has some improvements compared to the first proposal, but is still not sufficient to satisfy the requirements for a solid and reliable voluntary agreement as a replacement for regulation. 
 Ecolabel and Green Procurement 
 A  study on developing EU Ecolabel and Green Public   Procurement criteria for imaging equipment will be carried out for the EU Environment Directorate General -  DG-Env  .The purpose   of the project is to create a joint evidence base from   which EU policy making   in the area of imaging equipment can be   developed.                 <description>  Proposed requirements for commercial refrigerators and freezers were discussed in Consultation Forum in  April 2010.  
 During 2006-2007, the Commission (DG TREN) conducted a preparatory study related to commercial refrigerators and freezers. The study focuses on commercial plug-in,remote refrigerated display cabinets, and refrigerated vending machines. 
 In the proposed working document, the term commercial refrigerating display appliance is defined as; "any refrigeration appliance that is designed for use by commercial, institutional or industrial facilities for the purpose of storing and merchandising perishable materials at specified temperatures". 
 Scope 
 A refrigerating appliance is defined as any mechanical appliance for the storage and preservation of perishable materials. This applies both to temperatures above 0°C (such as chiller cabinets for fresh meat and sandwiches) and appliances for frozen foods.    Examples of commercial display refrigerators within the scope of this lot are: 
 
 Remote refrigerated display cabinets 
  Plug-in refrigerated cabinets for supermarkets 
 Beverage coolers 
 Plug-in freezers for sales of frozen products. 
 
 Many of these appliances are used non-stop (24 hours a day, 7 days a week). 
 Proposals 
 Some of the proposals in the working document are: 
 
 Mandate should be addressed to the European Standardisation Bodies for translation of EN ISO 23953 into a harmonised standard for the purpose of this product group. 
 Inclusion of requirements for the fitment of either doors/night curtains or air curtains to improve energy efficiency. This refers in particular to hours when the retailer is closed but is when the refrigeration is still in use. 
 Minimum performance requirements should encourage the use of specific, low GWP, refrigerants by offering a premium in the energy efficiency requirements for appliances using such refrigerants. 
 
 Saving potentials 
 According to data from the preparatory study, energy consumption for this product group could be reduced to 55 TWh/year by 2015 and 47 TWh/year by 2020 (compared to a business-as-usual scenario of 69 TWh/year by 2015 and 73  TWh/year by 2020). This  corresponds savings of 26 TWh/year by 2020. 
 Related lots 
 Household refrigerators and freezers ( Lot 13 ) are regulated in Regulation  (EC) No 643/2009 and another study, commissioned by  DG ENTR    ( ENTR Lot 1 ) focuses on other refrigerating and freezing equipment, such as service cabinets, walk-in cold rooms, chillers, ice makers, ice cream and milk-shake machines.

                <description> New proposals for ecodesign and labelling requirements regarding room air conditioning appliances have entered into force. Labelling regulation entered into force 26 July 2011.  
 The scope of this lot includes air-to-air-conditioning appliances up to  12kW cooling and/or heating design load. The 12 kW level is the  generally agreed limit between small (mainly domestic) and bigger  (mainly commercial) air-conditioning appliances. The draft regulations include additional requirements on noise, energy use in standby, off  mode and other relevant modes (see below). 
  The adopted ecodesign requirements include: 
 
 Two tiers of introduction; 2013 and 2014. 
 A bonus for products using low global warming refrigerant fluids. 
 Minimum energy performance requirements for: split, double duct and single duct air-conditioners. 
 The requirements cover the seasonal cooling and heating performances. 
 Requirements for maximum indoor and outdoor sound levels. 
 Information requirements to be provided in product documentation and on manufacturer websites 
 Tolerance levels for verification:   8% for splits, 10% for single and double ducts. 
 
 The labelling requirements include: 
 
 A-G energy labels with a new design. 
 Gradual introduction of additional classes (A+ to A+++) from 2013. 
 Energy rating of the cooling and heating functions. 
 Indication of the annual or hourly energy consumption. 
 Indication of sound levels

 Electric pumps (commercial buildings, drinking 		water, food, agriculture) 
 Requirements for electric pumps were scheduled for voting in Regulatory Committee on 16 December 2011.  
 According to the proposal an electric pump is defined as a pump used for clean water duty of three categories: Single stage end suction water pumps, vertical multistage water pumps and submersible multistage pumps (see Annex II for further characteristics). 
 Minimum energy efficiency requirements are introduced in two phases: one year and four years after the measure has come into force. 
 The Commission encourages Member States to set public procurement requirements for pumps with minimum energy efficiency values of the second phase (see Annex I) already from the beginning of the measure.

                <description> Final regulation for circulators in buildings entered into force 12 August 2009. A new working document proposes amendments of the regulation. Comments shall be submitted not later than 27 May 2011. 
 The measure defines circulator as a glandless impeller pump up to 2500W used primarily for central heating systems.  A standalone circulator is a circulator separate from the boiler, glandless means that the circulator has the shaft of the motor directly coupled to the impeller (the motor is also immersed in the pumped medium). 
 The covered standalone circulators are mainly used for the circulation of water in heater applications in buildings. From 2015 the requirements also cover boiler-integrated circulators that form an integral part of a boiler. 
 The measure applies an "energy efficiency index" (EEI), which is the ratio between annual consumption of the appliance and a standard consumption of a typical similar model. The regulation will only allow high-efficiency (“intelligent”) circulators, i.e. circulators that can adjust their speed according to their need. 
 Some of the requirements are: 
 
 From 2013: minimum energy performance of EEI 0,27 (with some exceptions, see Annex  I and II) 
 From 2015: minimum energy performance of EEI 0,23 
 
 The Commission recommends complementary measures to be taken at national and local authorities in public procurement and encourages Member states to set the requirements for circulators with minimum energy efficiency values of EEI equal or less than 0.20 (which is the benchmark for best products). 
 When the energy labelling and performance requirements for circulators reach their full impact, they are estimated to save 23 TWh per year (corresponding to an annual reduction of 11 Mt of CO2 emissions or the annual electricity consumption of Ireland) within the EU by 2020. 
 The regulation  shall be reviewed before 1 January 2017. The methodology  for calculating the energy efficiency index shall be reviewed before 1  January 2012.

                <description> Final regulation for ventilation fans entered into force 26 April 2011. The two tiers of minimum energy efficiency  requirements will be effective on 1 January  2013 and 1 January 2015. 
 eceee welcomes the proposal for eco-design requirements for fans but   cannot support the proposed requirements, which are too weak to achieve  the potential savings of 2 TWh linked to this measure. 
 Requirements and scope 
 A fan is defined as a rotary bladed machine that is used to maintain a  flow of a gas (typically air) and which is driven by an electric motor. The regulation has an extended product approach, including motor, drive  and fan. 
 Fans that fall within the scope of the measurement include fans of power range 125 W to 500 kW. Fans that fall outside the scope are: 
 
 Fans designed to operate with an electric motor below 125 W but  driven by a motor above 125 W primarily serving other functionalities. 
  Fans for vacuum cleaners (the 8000rpm criterion). These will be covered by future ecodesign measures. 
 
 Tier 1 will not be applicable to household appliances integrating fans (see Article 3 and 2 (point 19). 
 The proposed minimum energy performance requirements are specified in Annex I of the proposal. 
 
 
 Harmonization with ventilation products 
 The extended product approach is also applied to fans integrated in ventilation units;  Lot 10  (residential ventilation and kitchen hoods) and ENTR  Lot 6  (non-domestic ventilation). 
 A  clarifying note  from the Commission discusses the need of harmonized measurement  standards and the merging of these product group into one single  ecodesign regulation by 2015, at the time of revision of lot 11.  Alternatively, the one single ecodesign regulation would cover all  comprehensive building ventilations solutions and kitchen hoods (Lot 10  and 6).

                <description> Final regulation for electric motors entered into force the 12 August   2009. The requirements are estimated to lead to savings of 135 TWh per year within  the EU when reaching their full impact. 
 The proposal covers motors of power range 0,75 to 375 kW. The definition of motors is electric single speed motors with three-phase 50 Hz or 60 Hz or 50/60 Hz, squirrel cage induction motors in accordance with IEC 60034-1.  Additional parameters (rated voltage, rated output, poles etc) are also specified in Annex II. This kind of motors usually figures in industrial fans, pumps and compressors. 
 Up to the present time performance requirements for electric motors in Europe have been low compared to other important markets (e.g. USA and Australia).  Only a voluntary agreement between the Manufacturers Association and the EC has been applied since 1998. 
 According to the proposal, efficiency of motors shall be tested in accordance with IEC 60034-2-1:2007 and classified according to IEC 60034-30:2008, where the energy classes are defined as IE1, IE2 and IE3 (with IE3 as the best performance).  Some of the minimum energy efficiency requirements are: 
 
 From 2011: Minimum energy performance at the IE2 efficiency level 
 From 2015: Minimum energy performance at the IE3 efficiency level, or IE2 if the motor is combined with a Variable Speed Drive (VSD) 
 From 2017: Minimum energy performance at the IE3 efficiency level for all motors 
 
 The Commission recommends national and local authorities to take complementary measures in public procurement and encourages MS to set requirements for motors with minimum energy efficiency values of the second phase of Annex I (the IE3 levels) already from the beginning of the measure. 
 When the performance requirements for motors reach their full impact (by 2020), including the application of variable speed drives in variable load applications, they are estimated to save 135 TWh per year within the EU.

 Final ecodesign regulation for televisions entered into force 12 August 2009. Labelling requirements entered into force 20 December 2010. Guidelines were issued in May 2011.     
 The ecodesign regulation sets minimum energy performance requirements for televisions from 20 August 2010  with different levels for Full HD resolution and all other resolutions. At a second stage, from 1 April 2012, requirements with one level for all televisions are introduced. 
 Requirements for power consumption in standby and  off-mode are introduced from 7 January 2010; 
 
  Off mode: 1,0 W  
 Standby: 1,0 W - 2,0 W (depending on reactivation function etc). 
 
 and 20 August 2011: 
 
 Off mode: 0,3 - 0,5 W 
 Standby: 0,5 - 1,0 W (depending on reactivation function etc) 
 
 Energy labelling 
 Energy labelling requirements for televisions entered into force 20 December 2010. An A-G scale is introduced in 2012. In 2014, 2017 and 2020 the efficiency  classes  A+, A++ and A+++ would be introduced. 
 The scale is built on an "energy efficiency index" (EEI), which is the ratio between annual consumption of the appliance and a standard consumption of a typical similar model. 
 After the entry into force the label will be allowed on a voluntary basis. One year after the entry into force it will be mandatory for all televisions placed on the market. 
 eceee's views on the earlier labelling proposal 
 eceee welcomes the revised (May 2010) proposal for TV label requirements, but notes that the current proposal fails to fully reflect the rapid market developments of TV energy efficiency. Requirements for class A should be more stringent and the label should contain level A+ already when it is introduced.

 The minimum performance requirements and proposed energy labelling scale are built on an "energy efficiency index" (EEI), which is the ratio between annual consumption of the appliance and a standard consumption of a typical similar model. Minimum energy efficiency performance requirements include: 
 Compression-type refrigerating appliances: 
 
 From 1 July 2010: EEI &lt; 55  
 From 1 July 2012: EEI &lt; 44  
 From 1 July 2014:EEI &lt; 42 
 
 Absorption-type and other-type refrigerating appliances: 
 
 From 1 July 2010: EEI &lt; 150 
 From 1 July 2012: EEI &lt; 125  
 From 1 July 2015:  EEI &lt; 110 
 
 The regulation shall be revised not later than five years after its entry into force. 
 Labelling 
 In September 2010, the  Commission  proposed a new  energy label for refrigerating appliances. Labels for this product group were  introduced in 1992 and according to the previous system, the best class is  A. However, new technologies would allow about half the energy consumption of an  A-class product. Therefore the scale has been extended upwards with  three new classes (A+, A++ and A+++).

                <description> Requirements for battery chargers and external power supplies entered into force 27 April 2009. The requirements shall be revised not later than 2013. 
 The requirements for external power supplies include most stand-alone AC/AC and AC/DC devices with a rated power up to 250 Watts and will be introduced in two stages: 2010 and 2011. 
 The requirements from 2011 are harmonized with the EU Code of Conduct for power supplies and the current US Energy Star requirements. 
 In the first stage (from 27 April 2010), the no-load power consumption shall not exceed 0,50 Watt.  More information about the requirements can be found in Annex I of the regulation.

                <description> This measure is a combination of two documents discussed in the  Consultation Forum in 2007. The Commission has in its latest proposal merged office lightning (Lot 8) and street lighting (Lot 9) into one proposal for tertiary lighting. 
 The legislation sets requirements for linear and compact fluorescent lamps without integrated ballast, for high intensity discharge lamps, and for ballasts and luminaires able to operate such lamps. However, there are several limitations, for instance very small HID lamps now increasingly popular in the retail sector are not covered. 
 Some of the requirements are: 
 
 "Fat" linear T12 (and T10) halophosphate lamps will be banned from 2012 with the exception of lamps for special purposes. 
 minimum requirements for performance of T8 and T5 linear lamps. This includes that T8 halophosphate lamps will be banned from 2010. 
 Requirements on minimum lumen maintenance levels will be introduced. 
 From 2017 (eight years after the regulation takes effect) all fluroescent lamps must be designed to work with an electronic ballast. 
 From 2012 new luminaires must be sold with electronic ballasts and from 2017 magnetic ballasts will not be permitted even for replacement in existing luminaires. 
 Minimum performance requirements for HID (High intensity discharge) lamps, which means phasing out of HPM (High-pressure mercury) lamps, although the largest wattages are phased out first. 
 90 % of the HPS (High-pressure sodium) lamps should have a life time of more than 16000 hours. 
 Metal halogen lamps should have a minimum life time of 12000 h for 80 %  (frosted) and 90 % (clear) 
 Requirements of directional light sources for street lighting luminaires  (not only HID) to reduce light pollution. 
  Minimum performance requirements for all HID lamps to minimize mercury content. 
 
 The products covered are used in streets and offices, but also in other applications (e.g. industrial plants, shops, public buildings). 
 The regulation entered into force the 13 April 2009.  A new working document covering additional aspects of the lighting system i treated in  Lot 19 part 2 .   
 Amendment of regulation 
 The European Lamp Companies' Federation (ELC) and the Federation of National Manufacturers' Associations for Luminaires and Electrotechnical Components for Luminaires in the EU (CELMA) have submitted a joint request for amending Regulation 245/2009. The proposal was discussed in Consultation Forum the 15th September 2009. 
 Standards 
 As the measurement methods for checking compliance with the requirements need to be set out in harmonised standards, a draft mandate has been issued to the European Standardisation Organisations to develop such methods. There is also a draft Commission communication indicating transitional measurement methods to be used as long as the harmonised standards are not available. The second draft is expected to be published in the OJ in April 2010.

                <description> The regulation  entered into force 7 January 2009 and was directly  applicable in all Member States. Updated draft guidelines were published in October 2009. 
 The objective  of the eco-design requirements for standby and off-mode  is to ensure lowest possible energy use for small and large household appliances and electronic products in passive standby and off modes. 
 The measure for standby is horizontal i.e. the requirements apply to all products - even those for which specific requirements are not yet defined. They may be replaced by specific requirements defined in implementing measures for certain product groups. 
 The main requirement is: 
 
 Max 1 W power for passive standby and off-mode starting in 2010  
 Max 0.5 W from 2013 
 
 Draft guidelines have also been prepared with a view to Article 13 (1a) of the Directive 2008/28/EC (amendment to the Ecodesign directive) to facilitate implementation of the regulation, particularly for SMEs. The suggested guidelines are not intended to provide any legal interpretation of the regulation.
