JRC seeks Grantholder to work with Assessment of Energy Efficiency Potential and Policies

In line with the Joint Research Centre’s mission to provide customer-driven scientific and technical support, the Institute for Energy and Transport (IET) contributes to the conception, development, implementation and monitoring of community policies related to energy. Special emphasis is given to scientific research in support of the security of energy supply and sustainable and safe energy production, both in the nuclear and non-nuclear fields.

End-use energy efficiency shall reduce European energy consumption by 20 by year 2020, and also contribute to the renewable energy and GHG emission targets. The job is related to energy efficiency policy analysis and quantification of energy saving potential and impact of policies.

Job description

In the job the following scientific and technical tasks shall be performed for the following geographical area, Candidate Countries, Potential Candidate Countries, European Neighbourhood Policy Partner Countries and Russia:

  • analysis the current and proposed energy efficiency policies at national level, with special focus on new instruments such as white certificates, energy suppliers' obligations, energy efficiency funds, and taxation;
  • Analysis the current barriers to energy efficiency investments;
  • Develop methods for the evaluation and measurement of energy efficiency savings and the energy efficiency potential;
  • Compilation of annual reports on the progresses of energy efficiency at national level
  • Assessment of National Energy Efficiency Plans
  • Collection of data on energy efficiency and energy consumption

Selection criteria

The ideal candidate should have a PhD degree in engineering, physics, economics, political science, with specific focus on end-use energy efficiency policies, in particular for buildings or equivalent work experience in
the specific field of at least 5 years. Proven experience with energy efficiency policy analysis is an advantage.

Albania, Bosnia and Herzegovina, Croatia, Iceland, Israel, Faroe Islands, FYR of Macedonia, Moldova, Montenegro, Serbia, Switzerland, Turkey.

Language criteria

Very good English in writing and speaking is requested
