Richard Cowart and Jan Rosenow

Richard Cowart is the Director of European Programs for the Regulatory Assistance Project. One of Northern America’s most experienced regulatory commissioners, he served as Commissioner and Chair of the Vermont Public Service Board (PSB) for thirteen years (1986-1999). He was elected President of the New England Conference of Public Utility Commissioners, and Chair of the NARUC Committee on Energy Resources and the Environment. Before his appointment to the PSB, Mr. Cowart was Assistant Professor and Director of the program in Planning and Law at the University of California, Berkeley (1980-85), and Executive Officer and General Counsel of the Vermont Environmental Board (1978-80). He received his B.A. from Davidson College, and the J.D. and Master of City Planning degrees from UC, Berkeley.

Dr Jan Rosenow
is a Senior Associate at the Regulatory Assistance Project (RAP) and a Senior Research Fellow at SPRU, University of Sussex. He has more than 12 years of experience in energy and climate change policy. Previously Dr Rosenow led the energy efficiency policy work of a large energy and climate change consultancy which is part of a global engineering and consultancy business with 3,000+ staff. In addition to his background in consulting, Jan also has a strong track record in energy research - he has held research appointments at leading institutes in the UK, Germany and the United States and is currently a Senior Research Fellow at the University of Sussex, SPRU and an Honorary Research Fellow at the University of Oxford, Environmental Change Institute. Dr Rosenow holds a Ph.D. in Energy Policy from Oxford University, an M.Sc. in Environmental Policy from the London School of Economics and an M.Sc. in Geosciences from the University of Münster.
