More Lessons Learned in the ENERGY STAR® Homes Program

Abstract
A summary of the early progress ofthe ENERGY STAR Homes program was presented at the 1998 ACEEE Summer Study. Since then much has changed. Many states and utilities have adopted the ENERGY STAR Homes model. Others are eyeing it for the future. This paper provides an update on the ENERGY STAR Homes program, including a description of successes, failures, challenges already faced and opportunities ahead. Some of the key changes in the program include: a shift in program focus from builders to allies to consumers, ally alliances, new tools developed, and increased use of the internet for “marketing”. Key challenges include: building consumer demand, unrecognized success, and the complexity of program verification. From these lessons, future direction for the program is outlined.
