The Costs and Benefits of Commissioning Oregon Public BuildingsBing Tso and Michael Baker, SBW Consulting, Inc. KeywordsAbstractThe Northwest Energy Efficiency Alliance (NEEA), through the Oregon Office of Energy (OOE), has funded commissioning demonstration projects in eight public buildings in Oregon. Information from these projects formed the basis for detailed analyses of commissioning costs and benefits for each case. This paper presents the methodology and preliminary results and ramifications of these analyses. The analyses estimated the quantifiable costs and benefits of commissioning for each project, and also summarized the perceived qualitative benefits and drawbacks. The results of the analyses showed that the cost-effectiveness and perceived benefits of commissioning varied widely. The analysis process has also shed further light on the uncertainties inherent in quantifying cost and savings, including the importance of assumptions about future avoided costs and savings persistence.
