KeywordsAbstractThis paper surveys three performance contracting oriented programs, one each in Colorado, New York and Wisconsin, as representative of a range of resource acquisition and market transformation approaches to measurement and verification (M&V) and contractor participation. Comparisons are made of different program objectives, designs, and implementation approaches. Through the program descriptions, this paper also compares the advantages and disadvantages of different approaches to M&V and energy efficiency project sponsor development. Recommendations are discussed for different approaches, depending on the objectives of the program.
