Administration and Implementation of Public Benefits Programs: Experiences from Four StatesDan York, American Council for an Energy-Efficient Economy KeywordsAbstractIn this roundtable we present the lessons learned from the experiences of four states—California, New York, Vermont, and Wisconsin—that have established and are operating public benefits programs. Each of these states has established different roles for the public agencies, utilities, non-governmental organizations, and private sector companies involved in administering and implementing programs. We examine how each of these states has structured and addressed two key functions of public benefits programs—administration and implementation. The presenters offer their perspectives on how well their programs are working based on the choices that have been made for administration and implementation.
