Early roles for evaluation in new energy efficiency programes

Abstract

Even though it took a decade to develop a sophisticated evaluation tradition in the United States to accompany and measure the demand side management programs, the authors' experience suggests that European evaluators can contribute immediately to program design and modification if they utilize the process evaluations and the testing of the detailed planning assumptions which underlie expectations of savings. It is not necessary to wait for impact evaluations for evaluation to play a major role.
