The report towards energy efficiency in Moscow-city region

Oleg Koltoun, Moscow City Government

Abstract

The current energy and fuel situation in Russia is critical. Tbe city of Moscow is no exception. The city is the largest fuel consumer and faces steadily increasing prices and serious problems arising from the generating facilities. Other countries have faced similar situations e.g. during the energy crises of the 1970's. There are now plans to implement projects which will focus on the development of economic mechanisms, legal instruments, the instillation of measuring equipment, financial support for energy saving and the development of an energy savings ideology among the customers.
