The need for a systems approach in improving transport energy efficiency in Europe

Abstract

An understanding of the fxtors generating personal travel is crucial in developing effective policies for energy conservation in transport. Changing only one element of the system may not be effective due to countervailing trends in other parts of the system, This paper reports research work undertaken over the past four years by the author and Dr. Peter Hughes at the Open University. The purpose of this paper is to provide anoverview of the factors behind the ?obility explosion? in Europe; to analyse traditional suppIy-led transport phuming responses, together with a consideration of the major energy use and environmental implications of these trends. The paper concludes with an examination of the criteria for integrated policies to achieve energy conservation in the personal transport sector.
