What can be done to the Barriers for Extensive Use of Energy Saving Lamps

It would be economically justifiable to use 10 CFLs in an average European household. What can be done to realise these large energy savings?
Substitution of incandescent lamps by energy saving lamps is becoming an essential DSM activity in more and more European countries. Due to this, researchers and utilities from Denmark, Germany and the Netherlands have participated in the project "Market Research on the Use of Energy Saving Lamps in the Domestic Sector" supported by the EU SAVE programme.
50% of the customers in the three countries use energy saving lamps. An analysis on who is buying the lamps and why is presented along with detailed surveys carried out on how lighting is used and where saving lamps can be used favourably for the customer as well as for the society. It is found that the realistic potential is four times what has been realised in the three countries. The background for this result is described including the higher technical potential.
Barriers that will be encountered before realising the large saving potential are described along with proposals for lifting the barriers. This includes how to reach a stable lower price, handling of incompatibility and design, need for comfort and smartness appeal, the recommendations for replacements, environmental influence, warranty and testing of quality.
The project has shown a need for more dialogue and co-operation between all parties involved: manufacturers, retailers, designers/architects, government agencies and consumer-organisations. Therefore, the project is intended to be followed up by different kinds of dissemination.
