Legal and Regulatory Barriers to Energy Conservation and Environmental Protection

This paper shows the energy saving potential in European buildings and points out barriers against and measures for successful energy efficiency programmes.
The paper analyses building regulations in some Central and East European countries as far as energy losses are concerned. Energy efficiency is not only an environmental concern. Unemployment is one of the biggest problems, not only in Europe. The field of energy use has several times been indicated as one of the key areas of the new economic development model. Efficiency standards in energy use can be substantially improved by up to 50%. A considerable amount of jobs can be created in this context, provided sufficient incentives are being developed and barriers removed.
