Experience on screening participants of energy efficiency projectsDagnija Blumberga and Valdis Vitolins, Riga Technical University Keywordsenergy efficiency, capacity building, sustainability, screening criteria, evaluation methodology, renewable energy sources AbstractThis paper is based on experience obtained during the implementation of energy efficiency and renewable energy projects in municipalities in Latvia. The paper presents an analysis of projects before and after implementation. Implementation programmes aimed at a large group of potential energy efficiency projects, make it necessary to select the best participants. The authors developed a screening methodology and tested it. This paper presents the screening criteria, which could be used for the evaluation of projects and the role of actors involved in energy efficiency projects. Analysis of two programmes showed that success of energy efficiency projects depends on different factors, among which human factors become more and more important.
