One of the most debated aspects of the proposed
Energy Efficiency and Energy Services Directive is the proposed
national savings target and the associated monitoring and evaluation
aspects. To shed light on these questions, eceee arranged two experts
meetings in Brussels:
3 March 2005:
Experts workshop focusing on bottom-up measurement and evaluation
methods (in cooperation with the EC, the European Parliament, and
Enova, Norway)
21 September 2004:
Experts seminar discussing measurement and evaluation aspects in
general (in cooperation with the EC and the Dutch Presidency).

Experts Seminar 21 Sept 2004

The objective of the seminar was to begin building a consensus on the best way to present the measurement and target verification issue to Member States and the stakeholders affected by the Energy Services Directive. One important aim was to generate concrete proposals that can help facilitate the adoption of the Directive.
The seminar looked at the practical implications of the proposed Directive and aimed at clarifying what is meant by the various requirements related to the targets.
Discussed topics were:
- Is a 1% energy saving target the only way to proceed? - could
other energy efficiency indicators be considered?
Will the options in the Directive of counting generic measures such as taxation and counting specific measures such as the increase in energy efficient boiler installations lead to double counting? How can this be avoided?

Does the carry back of savings to 1991 mean that the impact of this Directive will be very limited in some Member States?

What is the definition of “public sector” for which a 1.5% annual improvement in energy saving is required? How should this definition be harmonised in the different Member States?

How do we measure the impact on energy consumption and/or on energy efficiency improvements of innovative tariff structures?

Should White Certificates be considered before 2008? How important to White Certificates is a well functioning system for measuring energy efficiency improvements?
