Article 7 is the cornerstone of the Energy Efficiency Directive. It requires Member States to put in place energy efficiency measures, additional to EU measures, to deliver new energy savings of 1.5% of energy sales every year. But governments use loopholes to reduce delivery to 0.75% savings per year.

The European Parliament has asked for removing these loopholes for post 2020. The Maltese Presidency proposed further slowing down delivery. What will the next Article 7 period look like?

A new study by Ricardo Energy & Environment on the energy savings potentials in the transport sector, which reinforces the necessity and feasibility of strengthening energy savings delivery after 2020, will be presented.
