eceee General Assembly 2007

eceee's annual General Assembly was held on Friday 23 November in Paris. According to eceee's bylaws, a board is to be elected every second year, and 2007 is such a year.

Approval of financial and audit report

eceee financial report and audit report were approved, as well as the annual activity report. These documents can be downloaded here.

The meeting concluded that the real amount of contributions to eceee is much higher than it appears in the income statement. A number of our core members and other members, as well as panel members and Summer Study participants, all contribute greatly with invaluable in-kind contributions without which eceee would not be able to operate.

Election of new board

  • The board proposed by the election committee was unanimously approved by all votes cast. 27 organisational votes and 13 votes from personal members were received, including postal votes (See GA minutes for the proposal).
  • At the subsequent board meeting, Peter Bach was asked to continue as chair of eceee. Rob Kool and Eoin Lees were asked to continue as vice chairs.
  • Peter Bach thanked the outgoing board members Juha Honkatukia, VATT (with alternate Päivi Laitila, Motiva); Annegret-Claudine Agricola, Dena (with alternate Marc Czernie); and Marcella Pavan (individual member from the Italian regulatory authority for gas and electricity) for their valuable contributions during the past two-year board term. The GA was content, however, that Marcella Pavan will continue as an alternate to Eoin Lees. 
  • The GA also welcomed the new members of the board: Holger Krawinkel, Federation of German Conumer Organisations as organisational member; Tadeusz Skoczkowski, Polish National Energy Conservation Agency, KAPE, as organisational member; and Randall Bowie, Rockwool International, as individual member.
  • The GA thanked the nomination committee for their work. The committee consisted of the following members: Hans Nilsson (Chair), Dagnija Blumberga, François Moisan, Katrin Ostertag, Joanne Wade.

Energy policy discussion

The chair of the advisory committee Hans Nilsson has produced a reflection on the status of energy efficiency after the 2007 Summer Study, which was presented to the GA. The text will be published as a column on the eceee website. The GA thanked Hans Nilsson for his contribution.

A breif discussion on European energy policy issues was held:

  • In the near future the Commission will come up with a new energy package: the following items are expected:
    – Burden sharing on renewables.
    – Burden sharing on CO2 emission post 2012.
    – Extended areas for trading.
    – Status report for the implementation for the energy efficiency action plan.
  • The Eco-design Directive. The process is very tight and the time schedule very ambitious.
  • Rod Janssen pointed out that Europe is bigger than EU. He presented the report “Delivering Energy Efficiency” he recently produced for the Energy Charter.
  • Renée Bruel presented the ideas on a Concerted Action for the Directive on Efficient use of energy and energy services. Currently 24 out of 27 states have answered positively on continuing.
  • It was noted that energy efficiency is receiving greater resources within DG-TREN and that the current energy efficiency unit will be split in two.
