New IEA report benchmarks comparative stringency of lighting phase-out regulations and impacts

(International Energy Agency (IEA) 12 Jul 11) Just in time for the current US review of national lighting regulations, a new IEA 4E report compares phase-out regulations and efficiency of domestic lighting products in 10 countries and regions around the world.

In many parts of the world the lighting market is going through a significant period of transition. This transition is a combination of ‘regulations to phase-out inefficient lighting’ and the market entrance of new products, in particular new types of halogen lamps and LEDs.

While the overall approach on regulatory actions to phase out the least efficient lamps is very similar between the markets analysed, there are major differences in the approach to performance levels, the stringency at which the required performance levels are set, and the associated phasing or speed at which the required actions come into force, the range of light outputs and products included in the regulations and the products exempted or allowed to perform at lower efficiency levels.

The report is developed within the IEA's 4E programme. The aim of the report, according to the 4E, is to help policy makers understand the various regulatory options and market changes. This new report:
    • Analyses the approach and stringency of the various ‘phase-out’ regulations in ten countries;
    • The resultant changes in the type of products entering each market; and
    • The changes in the overall average efficacies (efficiencies) new products sales.

The analysis also identifies a number of key areas of concern for policy makers, including areas where new or modified policy intervention may be required in the future. The reports describe the variations in policy and the effect this has had on the efficacy of domestic lighting in different countries.

This report is the 5th in a series from the IEA 4E Mapping and Benchmarking Annex that also include:

    • Cold appliances (domestic refrigerators and freezers)
    • Televisions
    • Laundry dryers
    • Air conditioners
