New BPIE guide supports EU Member States in developing ambitious renovation strategies

(external-report 07 Mar 13) The Buildings Performance Institute Europe (BPIE), an independent not-for-profit organisation dedicated to improving the energy performance of buildings across Europe, has produced a first level guide to develop renovation strategies for existing buildings.

The new BPIE guide is intended to help the EU Member States develop the first version of their renovation strategies to be published by April 30th 2014. According to the Energy Efficiency Directive (article 4), each Member State must submit its first strategy by April 2014, with updates every three years thereafter.

Based on BPIE’s experience in developing Europe-wide scenarios for building stock renovation, published in the 2011 report “Europe’s Buildings Under The Microscope”, the Guide sets out a step-by-step approach to strategy development. Moreover, it argues the case for renovation strategies to be ambitious and for Member States to be visionary in setting policy frameworks that deliver the full economic, environmental and societal potential from improving the energy performance of buildings.
