eceee appoints Director for new European buildings energy performance organisation
(02 Oct 09) The European Council for an Energy Efficient Economy – eceee – in partnership with the European Climate Foundation and ClimateWorks today presented the Executive Director for the new European organisation for energy performance in buildings. Dr Tudor Constantinescu from Romania will be responsible for establishing the organisation as partner of a global network providing unbiased and authoritative information on energy-efficient buildings.
The new organisation is being set up by the European Council for an Energy Efficient Economy in cooperation with and funding from the European Climate Foundation and the ClimateWorks Foundation. The organisation, to be established in Brussels, will serve as a proactive centre of excellence for energy efficiency policy & practice in buildings.
First port of call for impartial, authoritative information
Once it has been established and fully staffed it will be the first port of call for impartial, authoritative information and opinions on energy efficiency in European buildings and through its role as partner in a global Best Practice Network, around the world. It is expected to be established as an independent legal entity by early 2010.

Tudor Constantinescu is an energy policy analyst. Previously he was the president of the Romanian Agency for Energy Conservation (ARCE) and before that he worked for the Energy Charter Secretariat in Brussels for almost twelve years, coordinating energy efficiency activities and being responsible for setting up the implementation stage of the Energy Charter Protocol on Energy Efficiency and Related Environmental Aspects. He holds a master degree in energy engineering from the University Politehnica Bucuresti (UPB), a master degree in applied economics from the Institute of Advanced Studies Vienna, and a PhD on regulatory economics in the energy sector from the UPB.

Experience, thoroughness and strategic skills
The Executive Director will be responsible for all management aspects of the organisation. He will recruit and manage a small team of experts (hired staff and contractors) on energy efficiency in buildings, and collaborate with others within the ClimateWorks network as well as with other energy efficiency networks within Europe.

Short CV Dr. Tudor Constantinescu

Dr. Tudor Constantinescu is an energy policy analyst and independent consultant. Currently he is Project Leader on Energy Efficiency for Petrom, the OMV-Romanian oil and gas company. Previously he was the president of the Romanian Agency for Energy Conservation (ARCE), the national institution in charge of developing energy efficiency policies and programmes and promoting renewable energy sources. He also ensured the rotating presidency of the EnR network of European Energy Agencies for the period 2008-2009.
Tudor Constantinescu worked for the Energy Charter Secretariat in Brussels for almost twelve years, coordinating energy efficiency activities and being responsible for setting up the implementation stage of the Energy Charter Protocol on Energy Efficiency and Related Environmental Aspects. In this capacity he coordinated 15 country reviews and many studies on energy efficiency policies (financing and fiscal instruments, carbon trading, effects of market liberalisation, etc) and programmes across Europe. Prior to the Charter activities he worked in industry and in the Romanian energy administration. He also was an itinerant lecturer at the University Politehnica Bucuresti (UPB) and at the Central European University in Budapest. He served on the Board of the Romanian Energy Efficiency Fund.
Tudor Constantinescu holds a master degree in energy engineering from the UPB, a master degree in applied economics from the Institute of Advanced Studies Vienna, and a PhD on regulatory economics in the energy sector from the UPB.
