(eceee news, 15 Dec 2017) Films and presentations from eceee’s Annual policy seminar and BRISKEE final conference is now online. The seminar, entitled ”Is Europe lagging behind? From private investment behaviour to global trends” was arranged by eceee and the European Commission-supported BRISKEE project.
The 2017 eceee annual policy seminar offered a number of exciting insights into investment behaviour in the residential sector. The seminar started off with a presentation of the BRISKEE research on behavioural response to investment risks in energy efficiency. We then moved from private behaviour to global trends. Based on the BRISKEE project and a presentation on the 2017 editions of IEA’s Energy Efficiency Market Report and the World Energy Outlook (fresh from the press!) the seminar offered lively discussions among panellists and audience on the question: Is Europe lagging behind?
The BRISKEE project – Behavioural Response to Investment Risks in Energy Efficiency – is a research project sponsored by the European Horizon 2020 Programme. The BRISKEE project started in early 2015 and is now reaching its final stages. The eceee policy seminar provided insights into the behavioural research carried out in the project.
BRISKEE partners are Grenoble Ecole de Management, Grenoble, France; Technical University of Vienna, Austria; Fraunhofer ISI, Germany; University of Cardiff, UK; and eceee/Borg & Co as dissemination partners.
About BRISKEE
BRISKEE runs from 2015 to 2017 and provides evidence-based input to the design and evaluation of energy efficiency policy in the EU residential sector.
With the residential sector representing 27% of the EU final energy demand, households' investment in energy efficiency is a key issue for meeting energy and climate policy targets. When assessing the costs and benefits of insulating their homes, or purchasing energy-saving appliances, households must assess the future value of these investments. This evaluation involves applying discount rates, which reveal households’ preferences for time and risk. Since households' willingness to wait or to take risks varies, these discount rates differ across households.
Discount rates are key parameters in energy-economic models used by policy makers in designing and evaluating energy efficiency policies.
BRISKEE addresses household decision-making and its implications at three levels: The micro, meso and macro level. At the micro level, factors influencing individual decision-making are elicited in a representative survey. At the meso level, the impact of policies addressing decision-making on long term energy demand is investigated using the energy demand models FORECAST and Invert/EE-Lab. At the macro-level, BRISKEE assesses the effects of energy efficiency improvements on the economy using the macroeconomic model ASTRA.
