An important insight into energy efficiency policy around the globe is that there is no single instrument that is able to bring along energy savings swiftly. Therefore, a mix of policy instruments is needed to overcome the barriers for energy efficiency. The IEA 4E Electric Motor Systems Annex has developed Policy Guidelines for Electric Motor Systems, a best practice guide for policy instruments in the area of electric motor systems. These guidelines comprise a description of the Motor Policy Toolkit consisting of eight policy measures:

Minimum Energy Performance Standards (MEPS), labelling, voluntary agreements with industry, energy management programs, energy audit programs, company motor policy, financial incentives and awareness raising. For each policy instrument, recommendations for implementation and selected examples from different countries are presented.
