Summary:

Energy efficiency and especially building energy efficiency can reduce GHG emissions in the most cost-efficient way, and can foster economic growth, job creation and energy security in the process.  Yet, the lack of funds, poor credit worthiness and underdeveloped institutions most of these investments fail to materialize.

This could change in the 2014-2020 period, when EU funds will become available for supporting residential energy efficiency investments. In the new Member States these funds play a crucial role in the economic development. The new Energy Efficiency Directive and the EU’s 2014-2020 Multi-annual Financial Framework creates a unique opportunity to harness the EU funds in the service of a broad-based revolution in energy efficiency in the new Member States.  The objectives for the 2014-2020 period emphasize the reduction of GHG emissions and the use of innovative financial mechanisms in the process.

However, most new Member States have scarce experience with either providing large-scale funding for residential energy efficiency or with innovative financial instruments in general.

The conference, aims:

  1. to highlight the key role that energy efficiency can play in achieving Member States’ economic and climate policy goals,
  2. to showcase current best practices in energy efficiency investment financing in the new Member States;
  3. to discuss plans and options for Member State energy efficiency financing frameworks
