How to transform the building stock from being an energy waster to being a positive element in the EU energy system and the EU economy? Do the EU’s climate and energy targets meet the needs and expectations of the energy renovation market in the EU? How to maximise on 2016 as the ‘year of delivery for the Energy Union’ to achieve coherent and mutually reinforcing legislation in future legislative reviews for buildings?

This webinar will mark the launch of the new study drafted by Yamina Saheb (OpenExp) for Renovate Europe and eceee. Titled “Energy Transition of the EU Building Stock - Unleashing the 4th Industrial Revolution in Europe”, the report undertakes an analysis of the current EU legislation targeting the building sector, whose provisions are spread across 9 EU directives and regulations: EED, EPBD, RED, ECODESIGN, ESD, ETS, MMR, and Internal Market Directives for gas and electricity. Based on Member State reporting on the different provisions, the report draws conclusions on the effectiveness of the existing EU policies, their impact on the energy renovation market and the unique opportunity to ‘get it right’ for buildings legislation with the upcoming reviews in this important year of delivery for the Energy Union. The report presents for the first time estimates of the current energy renovation market in the EU, and assesses the real contribution that energy renovation can make to jobs and growth. It also includes how the energy renovation market could evolve if ambitious energy efficiency targets were to be adopted.

The author concludes with a set of recommendations on how the Efficiency First principle, combined with an improved regulatory and financial framework, would trigger the 4th industrial revolution in the construction sector.
