Dependent as it is on imports of fossil fuels, the EU is facing a major energy challenge. Energy independence and economic stability, the fight against climate change and environmental protection all mean that the EU must step up its transition to a low-carbon economy. The technological leap which will allow this transition – energy efficiency – is at the heart of the Europe 2020 Strategy, but swift progress is needed as the EU is currently on course to achieve only half of its objective of a 20% increase in energy efficiency.

The EESC therefore invites all stakeholders and civil society representatives to participate in this timely and interactive discussion that will contribute to identifying practical measures/good practices to improve energy efficiency. A special emphasis will be put on ways to change citizens' behaviour in favour of energy efficiency and on citizens' initiatives in this field. The EESC is currently working on the elaboration of an own-initiative opinion (which will include the EESC's position on the European Commission's "Energy Efficiency Plan 2011"), and this hearing will be a contribution to this opinion.

Speakers from a wide range of organisations representing the EU institutions, trade unions, industry, local authorities and NGOs will present various points of view.
