DECC are presently amending the Heat Networks (Metering and Billing) Regulations 2014. The purpose of the workshop is to seek views from a range of stakeholders to help develop a new Schedule 1 and tool for the determination of technical and economic feasibility under the amended Heat Networks (Metering and Billing) Regulations 2016.
The intention is to run the workshop as a range of collaborative and forum based sessions seeking views from the broadest range of stakeholders. The following subjects will be addressed:
- Open discussion on the balance between UK carbon saving objectives, amending the regulations, the four year cycle and impact on business.
- The Commission Guidance to member states suggests an approach of dividing up the population into buildings that will never be feasible, buildings that should always be feasible and buildings where a test should be applied.
- Is this an appropriate approach
- What building types or criteria should be in the never feasible and always feasible categories
- The Commission Guidance to member states recommends a three tier approach.
- Apply the never viable or always viable test
- Carry out Economic viability test based on benchmark numbers
- Non-viability through seeking commercial quotes.
- The UK used a two tier approach in the 2014 regulations
- Apply the never viable or always viable test
- Carry out Economic viability test based on benchmark numbers
- Discuss the benefits and limitations of these approaches.
- What parameters should be considered for technical viability?
- What parameters should be considered for economic viability?
- Should assessments be on a building level or a network level for district networks?
