Workshop objectives
The purpose of the workshop is to provide a forum for policy makers and stakeholders to review and discuss outcomes and results of existing energy saving obligations and white certificate schemes in Europe and beyond. The main objective of the workshop is provide for critical assessment of core design issues drawing upon experiences gained in the actual design, implementation and evaluation of existing European schemes, such as sectoral coverage of the schemes, category of obliged parties (suppliers or distributors), importance of trading and market set-up, cost-recovery mechanisms, and penalties for non-compliance. Furthermore, key issues such as cost effectiveness of energy savings delivered by these schemes, including the cost of implementation, should also be explored so as to contrast and compare white certificate schemes with alternative policy instruments designed to deliver the same outcomes.
The workshop will take place in Varese (Italy) on 27-28 January 2011. There will be no registration fees. The language of the workshop is English.

You need to create a registration profile, enter the site using your profile, select "Ispra" from the horizontal menu on the top of the page and then select "January 2011" from the drop-down menu. Finally, select the name of the meeting – Energy Saving Obligations and White Certificates. Please, note that we cannot process workshop registrations via email, so all speakers and participants have to register online (including the ones who have already emailed us). The deadline for registrations is 21 January 2011, but places are limited and registration is on first come, first served basis.
The JRC shall organise two bus transfers between the Milan Malpensa airport and Varese. A bus shall be leaving from Milan Malpensa airport Terminal 2 at 8:00 pm on 26 January to downtown Varese, close to the hotels in the attached list. Upon departure, a bus shall leave from the workshop venue at around 3:45 pm on 28 January 2011 going to Milan Malpensa airport Terminal 2. We do not provide transport at other times.
Airport transfer alternatives include taxi or the regional trains Le Nord. From the train station of Le Nord you can walk to your hotels or take the public transport bus Linea A, which stops at hotel Europa.
