Energy Efficiency Obligations (EEOs) are a strong driver of energy savings in Europe and around the world. Many Member States have chosen EEOs as an important policy to support compliance with Article 7 of the Energy Efficiency Directive.

This webinar draws on the recently published “Toolkit for Energy Efficiency Obligations” to discuss elements of EEO design, and specifically to answer: What are the main considerations for designing, implementing, and (over time) improving EEOs? What are examples of best practices that have led to successful schemes? And what are some of the most frequent barriers and how might they be overcome?

Speakers

Edith Bayer 200px Edith Bayer is an Associate with the Regulatory Assistance Project, based in Brussels. She supports RAP’s programmes on energy efficiency and demand-side management in Brussels and in Central/Eastern Europe. Ms. Bayer has advised policymakers and stakeholders on the design and practical implementation of energy efficiency obligations, overcoming regulatory and market barriers to energy efficiency and demand response, the principle of “Efficiency First,” and on low-cost pathways to the power sector transition. Prior to RAP, Edith worked on climate and energy policy in Moscow, Russia. She earned her Juris Doctor from New York University School of Law.

Jan Rosenow 200px Dr Jan Rosenow is a Senior Associate at the Regulatory Assistance Project (RAP) and a Senior Research Fellow at SPRU, University of Sussex. He has more than 12 years of experience in energy and climate change policy. Previously Jan led the energy efficiency policy work of a large energy and climate change consultancy which is part of a global engineering and consultancy business with 3,000+ staff. In addition to his background in consulting, Jan also has a strong track record in energy research - he has held research appointments at leading institutes in the UK, Germany and the United States.
