Voluntary agreements on industrial energy efficiency: key success factors and best practice designs

Voluntary agreements are one of the most widely spread policy instruments to stimulate energy efficiency in the industry. Voluntary agreements are essentially contracts between the industry and the government, in which the former commits to energy efficiency targets and/or actions in return for some compensation by the latter. Since its first implementation in 1975, voluntary agreements have implemented in many countries in several continents, including the Europe, Asia, the Americas and Africa. However, despite its abundancy, no two voluntary agreements are alike, as their design differs from one country to another.
This side-event brings experts on voluntary agreements from different countries together to discuss two main questions:
- Can voluntary agreements continue to stimulate industrial energy efficiency in the next decade as they have done in the previous decades? If so, under what conditions do they deliver?
- Does the variation in design and experience across the different countries reveal a best practice design? If so, what are the key success factors for an effective and cost-efficient voluntary agreement?
The output of this side-event will help countries to select a best practice design of new voluntary agreements or to optimise the design of existing ones.
