Organizational perspectives on adoption of energy efficiency measures in Swedish multi-storey apartment buildings

Abstract

Approximately 30% of the 2.44 million apartments in Sweden are owned by co-operative housing associations. In these associations decisions pertaining to the buildings are made by the executive board which is headed by a chairperson. The collective decision making process and other organizational factors may influence implementation of energy efficiency measures in these apartment buildings. In this paper we analyse the influence of such factors based on a questionnaire survey of 675 chairpersons of the co-operative housing associations across Sweden. The questionnaires were sent during June-October 2010. Although 54% of the respondents said it was important to reduce the heat consumption, and 38% thought it vital to decrease the electricity use, only around 25% of the associations had a plan to improve the energy efficiency. A major barrier to make investments in energy efficiency measures was the executive board´s lack of knowledge to assess the benefits of such measures. Financial conditions and the number of executive board members had, however, no influential role regarding energy efficiency improvements. Policy measures to facilitate the rate of adoption of energy efficiency measures in multi-storey apartment buildings are discussed
