Abstract

The paper discusses the problems, barriers and possibilities in relation to implementation of the necessary measures and a combination of these as part of a cost-effective energy-saving policy. The paper is based on the experience from developing a new comprehensive energy-saving policy in Denmark.

It is necessary to strengthen the energy-saving policy if the development of energy consumption shall be sustainable, and energy savings or energy efficiency is today on the agenda in many countries. But it is normally very difficult to implement an effective energy-saving strategy.

The politician talks about energy efficiency. Lots of reports and investigations are made, but when it comes to implementation there are different kinds of problems and very often the necessary measures are not taken.

Normally the problems are different kinds of political problems. Energy policy is still focussed on energy supply and renewable energy. Energy efficiency has a low priority. The different ministries have their own understanding of the barriers and of cost-effective strategies and it is difficult to reach a common understanding of the need for stronger economic incentives to promote energy saving.

It is also very difficult to engage the local authorities and the relation to the EU is both a barrier and an opportunity. Based on the discussion of the different barriers and problems, the paper discusses the possibilities of implementation of a strong energy-saving policy. This will include a discussion of the combination of common EU actions and actions at the national level.
