European ex-post evaluation guidebook for DSM and EE services programmes

Abstract

The paper will discuss the experience from a SAVE II supported project on writing and testing a "European Ex-post Evaluation Guidebook for DSM and EE Services Programmes".

The Guidebook should be of great value in the national and international efforts to meet the Kyoto Protocol's targets of CO_2 reduction and limit energy consumption. The guidebook is aimed at checking ex-post (i.e. after implementation) to what extent the outcome of DSM and energy efficiency services programmes met the anticipated and declared objectives.

In spite of being an ex-post methodology, it is also envisaged as a planning instrument for new DSM and energy efficiency programmes. The project (in year 2000) is testing the validity of a draft guidebook developed during the "first phase" in 1997.

Nine European electricity organisations provide feedback on the relevance of the evaluation techniques presented in the draft Guidebook after having used the guidebook for evaluation of completed DSM programmes. This input is used for a revision of the Guidebook that will be published in Spring 2001. The Guidebook should increase cost-efficiency of future DSM programmes and lead to a higher or less costly reduction of energy consumption and CO_2 emissions.
