Abstract

During recent years, several long-term low carbon and energy roadmaps have been developed in Europe. In this study, roadmaps from EU, UK, Germany, Denmark, Sweden and Finland are analysed with focus on the role energy efficiency is assumed to play in future climate and energy policy. Energy efficiency is in most of these roadmaps seen as a key factor for meeting EU and member states climate targets. In none of the plans energy demand is expected to increase to 2050 but the developments vary significantly among plans. This is a result of differences in the structure of the energy system, methodological approaches and assumptions of future energy policies. In all roadmaps, a great variety of policy instruments intended to improve energy efficiency are presented, ranging from general market and fiscal instruments to regulation and voluntary agreements.
