ESCOs for residential buildings: market situation in the European Union and policy recommendations

Abstract

Energy Services Companies have been active in the EU Member States since the mid eighties, helping non-residential end-users to improve energy efficiency and save energy. However the ESCO market is far less developed of what one could expect from an economic or organizational theory.

Apart a few exceptions, in all the EU Member States and neighboring countries there is still a large untapped potential for the ESCOs market development, including the implementation of cost-effective ESCO projects in the residential sector.

The paper gives the most up-to-date overview of the ESCO market in the EU and neighboring counties, based on a new market survey. The papers analyses the still existing barriers to ESCO companies and projects and the drivers to expand this markets (e.g. new policies adopted in the frame of the ESD or the upcoming EED).

The paper analyses some end-user interviews carried out to understand on their perception of the ESCO role and services and the ESCO contribution to the implementation of energy efficiency projects.

Finally the paper identifies and discusses the needed additional policies and measures at EU, national and local level to foster the ESCO business in the EU and neighboring countries.
