Effectiveness of demand side management by variable energy tariffs in the households – results of an experimental design with a fictive tariff model

Abstract

Demand side management (DSM) has been discussed and investigated widely as a strategy to influence also the residential energy consumption. As a possible tool of DSM variable energy tariffs are often proposed. But real life experience with this tool is rare as most studies have been done with prototypes or are just based on consumer declaration.

Within a pilot project driven by RWE as energy utility and Miele as appliance manufacturer 61 households in Germany were equipped with intelligent smart meters and partly also smart appliances (washing machine and tumble dryer). The energy tariff changed per hour and day by day depending on the forecast of the availability of renewable energy in Germany between 0 €-Cent and 45 €-Cent per kWh. Consumers could respond to this change by adjusting the operation of their energy consuming appliances either by themselves or – with the smart appliances – by a programmed start at low tariffs.

During this two year pilot project the behavior of the consumer and its motivation are intensively investigated and analysed. The results will show how much variable tariffs are able to influence the operation of household appliances towards a flexible demand.
