Buildings Performance Institute Europe (BPIE)

The Buildings Performance Institute Europe (BPIE) is a European not-for-profit research and think-do-tank, located in Brussels, and has been in operation since February 2010. Its original funding was provided by eceee, the European Climate Foundation (ECF) and ClimateWorks.

The Institute, teaming up with all relevant stakeholders on EU and Member State level, acts a catalyser for change and is the European partner of the Global Buildings Performance Network (GBPN). Its focus is knowledge creation and dissemination for evidence-based policy making in the field of energy performance in buildings.

BPIE acts as a strong European centre promoting policies and measures to increase the energy performance of buildings, and thereby reduce CO2emission both at EU and Member State levels. Specifically, BPIE’s goal is to make a significant contribution to the achievement of the 2020 EU targets, namely 20% energy saving and 20% CO2 emission level cut, by contributing to transforming the building market in Europe.

BPIE’s mission is to improve the energy performance of buildings by:

  • Supporting the development of ambitious - yet pragmatic - buildings-related policies and programs at EU and member state level
  • Driving timely and efficient implementation by teaming-up with relevant stakeholders
  • Providing fact-based analysis and knowledge, and sharing best practice globally through its network

BPIE supports a multifaceted approach to achieve efficiency improvements in buildings, and promotes regulatory measures and financial incentives that lead to the construction and retrofit of net-zero or low-energy buildings. The focus is on ensuring the implementation of the EU Energy Performance of Buildings Directive (EPBD) and the Energy Efficiency Directive (EED); and the financing and delivery of energy efficiency retrofits to existing buildings.

BPIE works together with policy makers to help evidence-based impactful policy making by providing data and knowledge through its Data Hub, launched in 2012 and in various reports. The BPIE Data Hub is the first open data portal of its kind for statistical data on Europe’s building stock and information on policies and regulations which aim to reduce energy consumption. Through its data search tool, the BPIE Data Hub allows for cross-country comparisons, customised country profiles and cost-free downloads.

BPIE is supporting Member States in particular in Eastern and Central Europe with research and capacity building in relation to energy efficiency in buildings. In this sense, BPIE has been active in Romania since 2010 through its country initiative.

BPIE participates in various EU FP7 and IEE projects (EASEE, ENTRANZE, Cohereno, Episcope, Buildup…).
