Dialogue is part and parcel of National Energy and Climate Plans

(EurActiv, 19 Dec 2023) Although some EU countries are late in submitting their draft National Energy and Climate Plans (NECPs), it is essential that they engage in a dialogue with local authorities, argue various authors from Energy Cities and the IEEP.

Thibaut Maraquin, Mélanie Bourgeois and Valentine Crosse work at Energy Cities, the European Association of local authorities involved in the energy transition.

Giulia Pizzini, Marine Perrio and Mary Connors are from the Institute for European Energy and Climat Policy (IEECP), a non-for-profit, independent research organisation.

As of December, 23 of the 27 EU Member States submitted their revised NECP drafts (due by June 30, 2023), with 4 still missing: Austria, Bulgaria, Latvia, Poland.

With the final revised plans expected by June 2024, time is running out for Member States to comply with the Governance Regulation, actively involving local authorities and other relevant stakeholders in the updating process.

The success of these efforts will be gauged in the next National Energy and Climate Action Plan Reporting (NECPR) due in March 2025. This reporting, due by Member States every two years and gathering data about the implementation and achievements of the National Energy and Climate Plans, covers the five dimensions of the Energy Union.
